The short answer: you are maintaining two separate things. The water needs a sanitation routine, because a filter removes particles and not microorganisms. What a built-in filter actually does
It removes particulates. Hair, skin, leaves, grit, the sediment that makes water look cloudy. That is a real and useful job, and it is not disinfection.
Filtration in this category is typically rated in microns, and the chiller filters sold in Australia sit around the 20-micron mark. Bacteria are roughly one to five microns across and viruses are far smaller than that, so they pass straight through. A filter keeps water looking clear, which is exactly why relying on it is a trap: clear water and clean water are not the same thing, and the eye cannot tell them apart.

Why cold water is not automatically clean water
Cold slows biological growth. It does not stop it, and it works against you in one important way.
The clear advantage first: Queensland Health states that Legionella grows and multiplies between 20 and 45°C, with optimal multiplication at around 37°C. A tub held at 10 to 15°C sits below that window entirely. The risk is not the chilled tub, it is the tub sitting unchilled at 25°C through a summer week because you turned the unit off, which lands squarely inside the growth band.
The disadvantage is that chlorine works more slowly in cold water. Washington State's Department of Health, writing for drinking-water operators, puts it bluntly: chlorine is less effective at colder water temperatures. Their worked example has a system doubling its summer chlorine residual, from 0.6 to 1.2 mg/L, to achieve the same inactivation of Giardia in winter at the same contact time. Different application, same chemistry. A given dose in a 10°C tub is doing less work than the same dose in a heated spa.
On top of that, every session adds organic load. Sweat, skin oils, sunscreen and whatever came off your feet all consume sanitiser rather than being consumed by it, which is why water that was fine last week can fail suddenly after a busy one.
What Australian guidance exists, and what does not
No Australian regulator publishes a water quality standard for a domestic cold plunge tub. There is no equivalent of the pool rules, because the appliance is newer than the regulations.
The nearest published figures come from state guidance for public aquatic facilities. Queensland Health's Water quality guidelines for public aquatic facilities (December 2019) specify a minimum free chlorine of 1.0 mg/L for swimming pools without cyanuric acid, 2.0 mg/L for outdoor pools using it, and 3.0 mg/L for spa pools, with pH between 7.2 and 7.8 and total chlorine never above 10 mg/L. New South Wales Health's Public Swimming Pool and Spa Pool Advisory Document (April 2013) advises pH preferably between 7.2 and 7.6 and never above 7.8 in a chlorine system.
Read those as context rather than as instructions. They govern heated public facilities with many bathers, continuous filtration and trained operators, and they are legally binding on those facilities and on nobody's backyard. The sensible position for a domestic tub is to follow your chiller manufacturer's instructions first, ask a pool and spa supplier for dosing against your specific volume, and treat the public figures as an indication of the order of magnitude professionals consider adequate in warmer water.

Shower first, and make it the rule
This is the cheapest water treatment available. Rinsing before you get in removes most of the sunscreen, deodorant, sweat and skin cells that would otherwise go into the water and start consuming sanitiser. In a 200 litre tub with no continuous turnover, one unshowered session makes a measurable difference to how long the water lasts.
Testing the water
Test strips or a liquid kit from any pool supplier work, and both are inexpensive. What you are watching is sanitiser level and pH, and what you are watching for is a trend rather than a single reading. Sanitiser falling faster week on week means the organic load is rising and a refill is coming.
Cleaning the filter
Switch the unit off at the power point before you touch anything. Remove the filter, rinse it from the clean side outward so debris is pushed out rather than deeper in, let it dry if the manufacturer says to, and refit it. A clogged filter restricts flow past the cold element, which makes the unit work harder and cool more slowly, and that is usually the real cause when a chiller that used to hold temperature suddenly cannot.
Cleaning the probe
The cold element develops a film over time, like anything permanently submerged. Power off, lift it out, wipe it with a soft cloth and water or a mild detergent, rinse, put it back. No abrasives, no scourers, no solvents. A film on the probe is an insulating layer between the metal and the water, so wiping it is not cosmetic.
Keeping the air side clear
The unit sheds the heat it removes from the water into the surrounding air. Dust and lint on the intake or the fins restrict that airflow and lengthen every cool-down. When to drain and refill
Drain when the water stops responding to treatment, not on a fixed date.
The signs are consistent: sanitiser that will not hold overnight, pH that drifts back within a day of being corrected, foam that persists, a smell, or cloudiness that returns after filtering. Any of those means dissolved organic load has accumulated past what topping up can fix, and no amount of additional chemical is a substitute for fresh water.
For one or two regular users with a shower-first rule and a cover, one to three months is a reasonable expectation. A shared tub, an outdoor location, or a household that skips the rinse will be at the short end.
When you do drain it, wipe the tub out before refilling. The waterline is where the film builds, and starting fresh water in a tub with a dirty waterline gives back most of the benefit immediately.
Things not to do
Do not run the unit with the probe out of the water. There is nothing for it to cool, and it is not designed to operate dry.
Do not clean anything with the unit powered on. Switch it off at the outlet first, every time.
Do not use abrasives or solvents on the probe or the tub. Scratches in an acrylic or inflatable surface become the place films take hold.

Do not assume clear water is clean water. Filtration is not disinfection. This is the single most common misunderstanding in the category.
